Rob Neale, Principal

Rob has more than 40 years experience in municipal fire protection, training, fire and building code consulting, and fire loss investigation. 

He served as a member of the National Fire Protection Association Technical Committee for Standard No. 1031 "Professional Qualifications for Fire Inspector and Plan Examiner,” and a charter member of the Technical Committee for NFPA Standard No. 1037 "Professional Qualifications for Fire Marshal."  

Rob has extensive experience in fire code and fire protection system training, building and fire code interpretation and application, plans examination and fire loss investigation. He has served as an expert witness in fire protection and life safety cases, post-fire investigation, and arson prosecution.     

Project Experience

Rob's professional portfolio includes  fire and life safety consulting and code compliance plan review efforts for: 

  • Volvo/Mack Truck Northeast Regional Distribution Center.
  • The Gettysburg National Military Park Visitor Center. 
  • Squalicum High School, a 156,000 sq. ft. multi-story building designed with learning clusters rather than traditional classrooms. 
  • Bellis Fair, a 1,200,000 sq. ft. regional covered shopping mall.
  • Iko Pacific, Inc., a 123,000 sq. ft. rolled asphalt roofing material production and warehouse facility, including hazardous and high-piled storage areas for Class IV commodities, a 500,000-gallon sulfuric acid and a 2-million gallon diesel storage facility. 
  • Frontier Inks, a 10,000 sq. ft. Class I-B flammable ink use and high-piled flammable liquid storage operation.  
  • Innovative Salon Products, a 26,000 sq. ft. Level 3 aerosol filling, warehouse and distribution center; including related hazardous and carcinogenic materials storage and use. 
  • A six-track Burlington Northern Railroad siding facility for propane and butane railcar staging area, including water supply, fire protection equipment and access road requirements.
  •  A comparative analysis of fire flow requirements from the Uniform Fire Code, NFPA Standard 1142 "Water Supplies for Suburban and Rural Fire Fighting", the Insurance Services Organization and a proposed county ordinance.  

Training and Education

An experienced course developer and presenter, Rob has developed custom training on building construction, fire protection system and equipment, and fire investigation.  

In 2012, he was given the Federal Emergency Management Agency's "Administrator's Award for Innovation" for developing the National Fire Academy's Coffee Break Training series and in 2004 earned the  International Society of Performance Improvement “Award of Excellence” for Evaluating Performance-Based Designs.
